INVITATION FOR BIDS for DOUGLASVILLE – DOUGLAS COUNTY WATER & SEWER AUTHORITY 8763 Hospital Drive Douglasville, Georgia 30134 for DORSETT SHOALS ROAD STORMWATER IMPROVEMENT PROJECT IFB #150 March 15, 2017 The Douglasville – Douglas County Water & Sewer Authority (hereafter referred to as the “Authority”) is soliciting competitive sealed bids from qualified contractors for construction of the Dorsett Shoals Road Stormwater Improvement Project. The project will include the removal of approximately 45 linear feet (LF) of 24‘’ corrugated metal pipe (CMP), 50 LF of 36’’ CMP, and 1400 square feet (SF) of asphalt pavement. The project will also include the installation of 60 LF of 42’’ reinforced concrete pipe (RCP), two headwalls on the upstream and downstream side of this pipe, 1400 SF of asphalt pavement, relocation of approximately 60 LF of 12” ductile iron pipe (DIP) water line, as well as the grading and erosion control associated with the listed items. The work will be installed in Douglas County and the neighboring residential areas on either side Dorsett Shoals Road by open trench methods as required and shown on the plans and specifications for the Dorsett Shoals Road Stormwater Improvement Project, prepared by Rindt-McDuff Associates, Inc., Hal D. McClain, P.E. dated 1/31/17. The scope of work includes the provision by the successful contractor of all labor, tools, equipment, and materials necessary for the proper completion of the Project, in accordance with this Invitation for Bids, the specific Project plans and specifications, the Authority’s Design and Construction Standards, the County’s Design and Construction Standards, the Georgia Department of Transportation’s Design and Construction Standards, and all other applicable laws, rules, and regulations, whether local, state, or federal. All anticipated federal, state, and local permits required for the Project have been obtained. All anticipated rights of way and easements required for the Project have been obtained. Parties interested in this Invitation for Bids may obtain a copy of the full bid package for the nominal printing cost of $125.00 by contacting Rindt-McDuff Associates, Inc. by telephone at (770) 427-8123 or in person at the offices of Rindt-McDuff Associates, located at 334 Cherokee Street, Marietta, Georgia 30060. A non-mandatory pre-bid conference will be held at 10:00 a.m. on Wednesday, March 29, 2017 in the Community Room of the Authority’s Administrative Offices. All interested qualified firms are encouraged to attend. Bids will be received by the Authority at its Administrative Offices located at 8763 Hospital Drive, Douglasville, Georgia 30134 until 2:00 p.m., local time, on Wednesday, April 12, 2017. Bids shall be sealed and mailed or delivered to the Authority so that they are received no later than the above time and date. Bids received after this time will not be accepted. All prospective bidders must hold a current Georgia Utility Contractors License and must be on, or promptly qualify for inclusion on, the Authority’s Approved Contractor List, without restriction or probationary status. All bids must be accompanied by adequate bid security (certified check, bid bond, or irrevocable letter of credit) drawn in favor of the Authority and in the amount of five percent (5%) of the total bid price, which shall be subject to forfeiture as liquidated damages in the event that the bid be accepted and the bidder fail to promptly enter into the proposed contract for construction of the Project with the Authority. Award may be made to the lowest responsible and responsive bidder; however, the Authority reserves the right to reject all bids or any bid that is nonresponsive or submitted by a nonresponsive bidder. The Authority further reserves the right to waive technicalities and informalities in the Invitation for Bids and bids submitted.
