INVITATION FOR BIDS for FIELD COMPLEX BUILDING B UPGRADES for DOUGLASVILLE – DOUGLAS COUNTY WATER & SEWER AUTHORITY 8763 Hospital Drive Douglasville, Georgia 30134 IFB # 146 October 5, 2016 The Douglasville – Douglas County Water & Sewer Authority (hereafter referred to as the “Authority”) is soliciting competitive sealed bids from qualified contractors for the performance of the Field Complex Building B Upgrades (the “Project”). The scope of services includes the provision by the successful contractor of all labor, tools, equipment, and materials necessary for the proper completion of the Project, in accordance with this Invitation for Bids, the specific Project plans and specifications, the Authority’s Design and Construction Standards, the City’s Design and Construction Standards, and all other applicable laws, rules, and regulations, whether local, state, or federal. The Project will be “turnkey” and require minimal involvement of Authority personnel. The Project entails interior renovations in the Authority’s facility located at 7725 West Strickland Street in Douglasville, Georgia. The scope of services will include renovations of a breakroom and a bathroom, removal and installation of doors and doorways, relocation of an emergency generator cutoff switch, and all associated architectural, plumbing, and electrical work, including necessary demolition and removal, as shown on the construction drawings for the Field Complex Building B Upgrades, prepared by Miller Architecture and Planning, dated August 2016. Parties interested in this Invitation for Bids must obtain a copy of the full bid package or their bids will be considered nonresponsive. Bid packages can be picked up in person at the offices of Miller Architecture and Planning, located at 6534 Spring Street, Douglasville, Georgia 30134 for a nominal cost of $50.00. Miller Architecture and Planning can be contacted by telephone at (678) 715-1586. Bids will be received by the Authority at its Administrative Offices located at 8763 Hospital Drive, Douglasville, Georgia 30134 until 2:00 p.m., local time, on Wednesday, November 2, 2016. Bids shall be sealed and mailed or delivered to the Authority so that they are received no later than the above time and date. Bids received after this time will not be accepted. A non-mandatory pre-bid conference will be held at 10:00 a.m. on Wednesday, October 19, 2016 at the Authority’s Administrative Offices located at 8763 Hospital Drive, Douglasville, Georgia 30134. Immediately following the conference, interested parties will be afforded an opportunity to inspect the facility covered by this Request for Quotes. This will be the only opportunity to visit the Project site. All bids must be accompanied by adequate bid security (certified check, bid bond, or irrevocable letter of credit) drawn in favor of the Authority and in the amount of five percent (5%) of the TOTAL LUMP SUM BID AMOUNT, which shall be subject to forfeiture as liquidated damages in the event that the bid be accepted and the bidder fail to promptly enter into the proposed Contract for performance of the Project with the Authority. All prospective bidders must hold a current Georgia General Contractors License. Award may be made to the lowest responsible and responsive bidder; however, the Authority reserves the right to reject all bids or any bid that is nonresponsive or submitted by a nonresponsible bidder. The Authority further reserves the right to waive technicalities and informalities in the Invitation for Bids and bids submitted.
