Retired Judge Michael Kavanaugh started one of the original DUI courts in the country in New Mexico. He gave the keynote speech as the Douglas County DUI Court celebrated its first birthday with a ceremony Thursday at the courthouse. State Court Judge Eddie Barker recognized many of the 56 participants in the program and Judge Neal Dettmering introduced Kavanaugh. Kavanaugh told those attending, including several state and local officials, that as Douglas County's DUI Court celebrated its first birthday, the original DWI court in Miami was celebrating its 20th anniversary and that drug courts had been around 25 years. He praised Douglas County for its efforts. He said treatment courts work when there's "strong accountability and personal responsibility."And he told the DUI Court program participants: "This is not a slap on the wrist program.
